In the United States, each state regulates marriage. Couples get a marriage license from the county clerk, and an imam authorised to officiate in that state can perform a nikah that is also legally valid once the license is completed and returned.
Who registers the marriage
The county clerk or recorder issues the license and records the marriage after the officiant returns the signed license.
Typical steps

Important notes
Waiting periods, license validity, witness rules, and minimum ages differ by state. Immigration cases, such as fiancé(e) visas, have extra timing rules — speak to an immigration attorney before the ceremony.
